Navigating officers, as the name suggests, are in charge of the navigation of the ship, besides being responsible for the efficient and safe loading and unloading of cargo. The officers must ensure the observance of national and international codes of conduct guiding sea transportation. It is essential for the navigating officers to obtain a Certificate of Competency. This examination is conducted by the Ministry of Surface Transport, through the Director General of Shipping (DGS), Mumbai. An officer's promotion prospects depend largely on how well he fares in the exam.

Training: The T.S. Chanakya Institute, previously called T. S. Rajendra, offers maritime education and training to aspiring navigating officers. Affiliated to the University of Bombay, its syllabus give a broad understanding of marine education, with special focus on the fundamentals of marine subjects and practical aspects. The subjects include, English, Applied Mathematics, Physics and Electronics, Computer Science and Marine Management. The focus is also on topics such as ship operation technology and other applied subjects like maritime commerce, maritime engineering, environmental science and control systems.
