Gallagher, whose quickfire temper has led to shouting matches with flight attendants, fans, fellow pop stars and the media, was divorced last year from his wife, actress Patsy Kensit.
Hussein, who led Iraq into the 1991 Gulf War and topped the most hated or feared poll in 2000, finished fourth on this year's list.
British Prime Minister Tony Blair, dogged by a recent slide in popularity at home, finished fifth behind Hussein. Blair was a no-show on the favourite politician list, which was topped by ex- US President Bill Clinton.
For the survey, Tussaud's asked more than 800 visitors to vote in eight separate categories for personalities who have been immortalized in wax in one of its museums. Britain's Princess Diana, killed in a 1997 Paris car crash, retained her title in the favourite figure category, but lost to actress Catherine Zeta Jones in the most beautiful person category. Pop singer Robbie Williams, who is embroiled in an ongoing war of words with Liam Gallagher, won in the hottest superstar, favourite entertainer and favourite artist categories.
Williams, who has topped pop charts in Britain with his radio-friendly sound, recently challenged Gallagher to a televised boxing match with the proceeds going to charity.
