This includes the tyranny of the underworld dons, social injustice which prevails in all stratas of the society, the corruption of police and the law makers. Written by Rajiv Rai and Shabbir Boxwallah, Mohra is said to be one of the biggest hits of action hero Akshay Kumar.

The story begins with Roma Singh's search for truth. Roma Singh or Raveena Tandon who is the daughter of the jailor Khulbhushan Kharbanda while visiting the jail meets Vishal Agnihotri who saves her from some unpleasant encounter. Probing into Vishals' case she comes to know that Vishal is charged with a homicide case. He is accused of killing four boys. Roma takes the help of her boss Jindal to release Vishal from the jail. With Jindal or Naseeruddin Shah's assistance, Roma comes to know that Vishal is falsely accused and had no other choice but to take law in his own hands as the law could not punish the assailants of his wife and sister.

While Vishal aka Sunil Shetty comes out of jail, Amar Saxena another honest police officer who is convinced of Vishal's crimes begins his hunt for Vishal. A series of murders follow which are committed under Jindals' instructions but Vishal becomes a pawn in the whole situation as he is the one always in the forefront. Sunil Shetty soon realizes that he has landed in a worse situation and Amar gets enough evidence to imprison him. Unaware of the fact that both Vishal and Amar are set against each other under Jindal's instructions, Vishal and Amar become sworn enemies.

As Vishal is jailed for the second time, the Commissioner of Police gives him a chance to prove his innocence. Now Amar and Vishal decide to team up to destroy this evil force. They also take the help of Kashi Nath who previously has disclosed a number of secrets of the police department to Jindal. As they coordinate with each other they are all ready to expose the misdeeds of Jindal.

The versatility of Naseeruddin Shah is proved as he brings out the devilish traits of a gangster who poses to be the messiah of many. The songs of this movie are extremely popular among the audience even now, especially the number "tu cheez badi hai mast mast". Many consider this song as a good adaptation of Mast Qalandar by Nusrant Fateh Ali Khan. This Trimurti production roped in music director Viju Shah for composing some of the evergreen numbers. Anand Bakshi was the lyricist and Dileep Shukla was known for the famous dialogues.
